Checks whether text in string is only ASCII.
Example

If RegExMBS.IsASCIIText(s) Then
  MessageBox "Only 7 bit ASCII"
Else
  MessageBox "Not ASCII. Some 8 bit encoding like ANSI or UTF-8."
End If

Does checks bytes of text, so doesn't look on encoding property.
