Example 
Dim m As New MemoryBlock(100)

m.SetBitMBS(123)
Dim v1 As Integer = m.GetBitMBS(123)
Break // see debugger

Returns 1 if bit is set or 0 if not.

Raises exception is MemoryBlock is nil.
If MemoryBlock has a known size and Bit is out of range, we raise an OutOfBoundsException.
